For fast rockets, I use 2000 degree exhaust manifold paint after getting things smooth with primer coat(s). I then paint over it with a few coats of rustoleum or dupli-color (regular, not engine).
However, I've heard great things about using the paint in your above picture for final coats as it is easy to give a glass-like finish with 2000 grit sanding and polish.
